Montana considers poor tax—er, cigarette tax

Did you know that smoking correlates directly to income? Thirty-four percent of Americans making between $6,000 and $12,000 a year smoke, compared to only 13% of those making $120,000 or more. The rate of tobacco use is also five times higher among people with GEDs than it is among college graduates. It’s almost like smoking is perfect for shift work, where you get 15-minute breaks every two hours to stand around with your coworkers. Or it’s like cigarettes are a treat, an indulgence for people whose pleasures are otherwise strictly limited. Whatever the reason, you see a lot more people smoking at the bus stop than you do standing around outside the opera.

I mention this phenomenon because the Montana legislature is thinking about raising taxes on tobacco products. Senate Bill 354, sponsored by Mary Caferro (D–Helena), would more than double the state tax on cigarettes, from $1.50 a pack to $3.20. It would also raise taxes on cigars and smokeless tobacco, plus introduce a tax on the liquid used in e-cigarettes. Caferro has described her proposal as “a tax you never have to pay,” which captures the popular attitude toward taxing cigarettes. It’s a great way for the government to get money without any of us having to pay it. And if you’re not one of us, it’s your fault, because you shouldn’t be smoking anyway.

Both of these arguments are probably true. Smoking sucks. Everyone knows it gives you cancer, and in the meantime it annoys people around you. But it is also true that poor people do it more than rich people. Maybe it’s because nicotine is addictive and their lives are hard, or maybe it’s because they’re lazy and dumb. But why people with less money smoke doesn’t matter so much as the simple fact that they do. When we propose a cigarette tax, we are operatively proposing a poor tax.

Maybe that’s a measure we’re willing to take. But let’s not pretend that it’s some high-minded project to get people to stop smoking. The legislature is looking for revenue and found it in poor people’s pockets.  From a political standpoint, the appeal of a cigarette tax is that most people don’t smoke. In a state famously averse to taxation of all kinds, SB 354 is a way to raise revenue without asking 78% of the population to pay anything for it. All you have to do is make life a little harder for people with less money and less education.

Pepsi pulls Kendall Jenner ad after 24 hours

One day after releasing a three-minute ad with original music, a multi-character storyline, and at least one helicopter shot—as well as another Kardashian everyone seems to know but me—Pepsi has pulled its Kendall Jenner commercial. Is this the fastest an American company has ever pulled an ad? No—that would be the disastrous Quaker Oats Company spot where Mikey refuses Life cereal until he dies of starvation, which ran for one afternoon in 1994. But this is pretty close. What is it about this commercial that so immediately enraged people? Pepsi gives us a hint in today’s statement:

Pepsi was trying to project a global message of unity, peace and understanding. Clearly, we missed the mark, and we apologize. We did not intend to make light of any serious issue. We are pulling the content and halting any further rollout. We also apologize for putting Kendall Jenner in this position.

Yeah, Kendall Jenner has suffered enough. But what’s this about making light of serious issues? The problem seems to be that this ad conspicuously elides serious issues of all kinds. Video after the jump.

Teens think Google is cool, Google reports

Good news for brands: Google has released a comprehensive guide to what teens think is cool. Perhaps you’ve heard of Generation Z, the cadre of Americans younger than Millennials who will apparently be this country’s last generation. There are about 60 million of these 13 to 17 year-olds, and they spend $44 billion annually. “But it could be close to $200 billion annually when you factor in their influences on parental and household purchases,” Google’s new Coolbook assures us. It’s called It’s Lit: a guide to what teens think is cool, and it is every bit as edgy, disruptive and authentic as that title suggests. I quote page two:

Gen Z has an enlightened definition of what it means to be cool. Teens feel that being cool is about just being yourself, embracing what you love, rejecting what you don’t, and just being kind to others. The activities they think are cool reflect their generational struggle between technology and RL (real life.)

I bet our grandparents did not feel the same apprehension, gathering around the radio, that I feel opening Twitter each morning. I wonder what the president will say today, I think, unlocking my phone with the same demeanor a daylight alcoholic brings to unscrewing a bottle. Friday links! Stop snitching edition

It is possible to live ethically within a civil society and still have an adversarial relationship with the law. At certain times, it’s necessary. As a weak and fearful decent person, I don’t engage in any illegal activities that rise to the level of felonies. I may exceed the speed limit occasionally, and curiosity may have led me to try cocaine ten or twenty times, but I’m not out there violating the social contract. Yet neither am I calling the police. When my neighbor parks across my driveway, I do as decent people do and complain about it on Twitter. Were I to become aware of some criminal conspiracy, I would keep it to myself. You know what conspiracy really extorts people and disrupts their lives? The criminal justice system—and we shouldn’t be complicit in it. Today is Friday, and people need to stop snitching. Won’t you see something and say nothing with me?
